I’ve lived it.</h4></li></ul><h3 style="text-align: left;">Why I’m Running:</h3><ul><li>Families across Southern and Eastern Oregon are feeling squeezed:</li><li>Health care costs are rising while rural clinics and hospitals face uncertainty.</li><li>Housing, groceries, and fuel stretch paychecks thinner each month.</li><li>Water security and land stewardship are essential to our agricultural and rural future.</li><li>Public education; from Pre-K through community college, must prepare our kids for opportunity, not debt.</li><li>And above all, our democracy depends on transparency, accountability, and leaders who respect the rule of law.</li></ul>I’m running as an independent voice on the Democratic ticket because this district deserves problem-solvers, not party-line politics. My focus is simple: restore trust, protect working families, and make sure Oregon’s 2nd District is heard in Washington.

My leadership style was forged in Oregon’s classrooms, where I worked with students facing severe behavioral, academic, and mental-health challenges.I’ve experienced a vast and wide variety of experiences that are difficult, resulting from severe trauma manifesting in real time in classroom and school buildings, and I showed up again the next day to teach. That’s what public service requires, discipline, compassion, and the courage to keep working through the hard experiences regardless of what is said or done to you.

Rep. Cliff Bentz’s vote to object to the 2020 presidential election results and his opposition to the bipartisan infrastructure bill is evidence of his misplaced priorities.When you undermine verified elections and vote against investments that rural Oregonians need, that’s not representation, it’s neglect.&nbsp; I’m running to restore integrity and service to this office.Our campaign will refuse AIPAC and corporate PAC money and prioritize community engagement through open town halls in every county of the district, unlike Rep. Cliff Bentz.&nbsp;

<h3>What I Believe</h3>America is strongest when we lead with diplomacy, respect international law, and keep our commitments.For too long, Washington has treated foreign policy like a game played by lobbyists, defense contractors, and political insiders. Meanwhile, rural communities like ours were told there was never enough money for health care, infrastructure, or schools.Endless wars cost trillions of dollars while our communities were left behind.Foreign policy should protect American security, strengthen our economy, defend human rights, and prevent conflict, not enrich contractors or drag our country into wars without accountability.Congress must reclaim its constitutional authority over war. Human rights must apply to everyone. And American workers and manufacturers must be protected from unfair global competition.<h1>Diplomacy &amp; Peace</h1><h2>What I Believe</h2>War should always be the last resort.Strong diplomacy, international cooperation, and conflict prevention keep Americans safer than reckless escalation.<h2>Policy Priorities</h2>Restore diplomacy as the first tool of foreign policy. Reinvest in diplomatic capacity, international partnerships, and conflict prevention.Support Ukraine while pursuing negotiated peace. Ukraine has the right to defend itself against Russian aggression. The United States should continue supporting Ukraine while working aggressively toward a negotiated settlement that prevents a prolonged war.Strengthen alliances. Partnerships with democratic allies create stability and reduce the risk of conflict.<h1>War Powers &amp; Military Accountability</h1><h2>What I Believe</h2>The Constitution is clear: Congress, not the President, has the power to declare war.Presidents of both parties have stretched that authority for decades.<h2>Policy Priorities</h2>Repeal outdated war authorizations. The 2001 and 2002 Authorizations for Use of Military Force have been used far beyond their original purpose.Restore congressional oversight of military action. No president should be able to launch wars or military strikes without congressional authorization.Reduce Pentagon waste and contractor profiteering. America’s defense budget should prioritize real security, not corporate profits.<h1>Democracy &amp; Human Rights</h1><h2>What I Believe</h2>Human rights and international law must apply consistently. Selective enforcement destroys credibility and fuels instability.<h2>Policy Priorities</h2>Apply human rights standards to all military aid. U.S. assistance must comply with international law and the Leahy Laws, which prohibit aid to units committing human rights violations.End blank-check military aid. All security assistance should be conditioned on compliance with human rights obligations.Support free speech and civil liberties. Americans should never be punished for participating in peaceful political movements like boycotts.Address the humanitarian crisis in Gaza. Credible evidence shows Israel’s military campaign in Gaza has resulted in catastrophic civilian harm and credible allegations of genocide. The United States must support an immediate ceasefire, humanitarian access, and a diplomatic resolution that ensures security and dignity for both Israelis and Palestinians.<h1>Trade &amp; Economic Fairness</h1><h2>What I Believe</h2>Trade policy should work for American workers, farmers, and manufacturers, not just multinational corporations.Unfair trade practices hollowed out rural economies and sent good jobs overseas.<h2>Policy Priorities</h2>Adopt fair trade standards. Trade agreements must include enforceable labor protections and environmental safeguards.Reshore critical manufacturing. Strategic industries must be rebuilt in the United States to strengthen economic security.Confront unfair Chinese trade practices. China’s government heavily subsidizes national industries and manipulates markets to undercut American manufacturing. The United States should respond with targeted sanctions and trade enforcement while maintaining diplomatic engagement.<h1>Global Climate Leadership</h1><h2>What I Believe</h2>Climate change is one of the greatest security threats of the 21st century.Drought, displacement, and resource conflict are already destabilizing regions around the world.<h2>Policy Priorities</h2>Rejoin and strengthen the Paris Climate Agreement. The United States must lead global climate action, not retreat from it.End international fossil fuel subsidies. American tax dollars should not fund fossil fuel expansion abroad. Full stop.Invest in climate resilience and international cooperation. Helping countries adapt to climate impacts reduces instability and migration pressures.<h1>Nuclear Security</h1><h2>What I Believe</h2>The use of nuclear weapons would be catastrophic for humanity.Reducing the risk of nuclear war must remain a global priority.<h2>Policy Priorities</h2>Adopt a No First Use policy. The United States should commit to never initiating nuclear conflict.Rebuild arms control agreements. Diplomacy and verification treaties are essential for global stability.<h1>Global Development &amp; Stability</h1><h2>What I Believe</h2>Foreign aid should reduce instability, strengthen democratic institutions, and improve global health.It should never be a blank check for corruption.<h2>Policy Priorities</h2>Support global health and humanitarian assistance. Preventing disease outbreaks abroad protects Americans at home.Invest in regional stabilization. Economic development and infrastructure reduce forced migration and conflict.Strengthen anti-corruption safeguards. Election integrity means two things at the same time:<ul><li>Every eligible citizen can vote easily.</li><li>Every lawful ballot is counted accurately.</li></ul>We do not have to choose between access and security. We can, and must, have both.<h2>Protecting Access</h2>Oregon leads the nation in secure vote-by-mail. I support defending and strengthening it.<ul><li>Protect vote-by-mail with strong signature and ID verification</li><li>Expand automatic voter registration, including at tribal agencies and community colleges</li><li>Support open primaries and ranked-choice voting to give independents a real voice</li><li>Restore and strengthen the Voting Rights Act</li><li>Ensure rural counties have equal access to drop boxes and ballot services</li></ul>Voting should not depend on income, transportation, or geography.<h2>Citizenship &amp; Verification</h2>Only legal U.S. citizens should vote in federal elections.Oregon’s system ties registration to driver’s license verification of identity and citizenship. That works. But safeguards must never function as a poll tax.<ul><li>Maintain citizenship verification standards</li><li>Ensure documentation access is affordable</li><li>Protect against administrative barriers that disproportionately impact rural and low-income voters</li></ul>Election integrity means lawful participation, without economic exclusion.<h2>Security &amp; Technology Safeguards</h2>Foreign interference and AI-driven disinformation are modern threats.<ul><li>Increase federal funding for county election cybersecurity</li><li>Require paper ballot backups and risk-limiting audits</li><li>Establish federal guardrails on AI deepfakes in campaigns</li><li>Protect election workers from intimidation</li></ul>Trust is built through transparency, not fear.<h2>Ending Big Money Corruption</h2>Election integrity is not just about ballots. Stewardship and economic stability must go hand in hand.<h2>Water Security &amp; Land Stewardship</h2>Protect irrigation access. Defend reliable water delivery for farmers and ranchers while respecting tribal treaty rights and science-based management.No public land sales or access denial. Public lands and public water belong to the people, not corporations, hedge funds, or speculators.Multiple use done right. Recreation, grazing, conservation, and cultural uses balanced transparently and sustainably.Watershed investment. Support upstream restoration, soil health practices, and drought resilience projects that protect downstream communities.<h2>Strengthening Family Agriculture</h2>Family-farm priority. USDA programs must prioritize small and mid-size producers — not just the largest operations.Right-to-repair. Farmers and ranchers should be able to fix their own equipment without corporate lockouts driving up costs.Soil and water health incentives. Reward conservation practices that reduce runoff, conserve irrigation supplies, and strengthen long-term productivity.<h2>Forestry &amp; Timber</h2>Active forest management. Science-based thinning, restoration logging, and fuel reduction to reduce catastrophic wildfire risk.Local mill stability. Support small and mid-size mills with predictable supply contracts and workforce development.Stewardship contracting. Keep restoration and timber projects in the hands of local contractors and communities.Value-added wood products. Invest in mass timber and innovative wood markets that keep jobs in Oregon.No corporate land consolidation. Prevent hedge fund acquisition of working forests that extract profits while hollowing out local jobs.<h2>Data Center Guardrails</h2>Public land and public water are not corporate infrastructure.No subsidies without enforceable local benefits:• Binding local job guarantees • Prevailing wage requirements • Community benefit agreements • Transparent water-use reportingIf public resources are used, rural communities must benefit first.<h2>Accountability &amp; Rule of Law</h2>Fair rules protect everyone.Follow the science and the law. No backroom deals involving land or water.Transparency. Public reporting on land exchanges, leases, water transfers, and enforcement actions.

I will protect water security, strengthen support for small and mid-size producers, defend public land access, and ensure rural communities benefit, not outside corporations or speculators. Stewardship and economic stability must go hand in hand.

Agriculture, Water &amp; Working Lands

<h3>What I Believe</h3>In the United States, no one is above the law.Not presidents. Not members of Congress. Not billionaires. Not foreign-influenced lobbyists.Every elected official swears an oath to support and defend the Constitution of the United States.That oath is not symbolic. It is a binding duty.When leaders violate the Constitution, abuse power, cover up crimes, or betray the public trust, Congress has both the authority and the obligation to act.The Constitution provides the tools:<ul><li>Congressional oversight</li><li>Subpoena power</li><li>Independent investigations</li><li>Impeachment</li><li>Conviction and removal from office</li></ul>The problem in Washington is not that these tools don’t exist.The problem is too many politicians are afraid to use them.Americans are watching powerful people evade consequences for corruption, financial influence, sexual misconduct, and abuse of office. That erosion of accountability is poisoning our democracy.I will not ignore it.I will use the authority of Congress to restore the rule of law and rebuild trust in government.<h1>Policy Priorities</h1><h2>Enforce the Constitutional Oath</h2>Members of Congress swear to defend the Constitution against all enemies, foreign and domestic.That means:<ul><li>Defending democratic institutions</li><li>Upholding separation of powers</li><li>Preventing abuse of executive authority</li><li>Protecting elections from interference</li></ul>When a president violates the Constitution or federal law, Congress must be willing to investigate, impeach, and remove them from office.Donald Trump is already a convicted felon and adjudicated sexual assaulter, and the American people deserve full transparency about any additional crimes involving abuse of power, corruption, or exploitation.The presidency does not place anyone above the law.<h2>Release the Epstein Files</h2>The American people deserve the truth.The full Epstein files must be released, with appropriate protections for victims, so the public can see who participated in or enabled Jeffrey Epstein’s trafficking network.No political party should shield anyone from accountability.If powerful individuals, including elected officials or presidents, are implicated in criminal exploitation, they must be investigated and prosecuted.Justice cannot depend on wealth or status.<h2>End the Congressional Sexual Harassment Slush Fund</h2>For years, members of Congress quietly used taxpayer money to settle sexual harassment claims brought by congressional staff.That is unacceptable.If an elected official sexually harasses or abuses a staff member:<ul><li>Taxpayers should not pay settlements</li><li>The member should be personally liable</li><li>The misconduct should be publicly disclosed</li><li>Ethics investigations should be automatic</li></ul>Staff should never have to sacrifice their safety or It is settled law and a constitutional obligation.Treaties between the United States and Tribal Nations are the supreme law of the land under the U.S. Constitution and must be honored and enforced across every federal agency.These obligations are not optional, and they are not bargaining chips in political negotiations.I oppose any attempt to weaken treaty rights through legislative riders, administrative delay, or back-door policy changes.Contrast: Cliff Bentz has repeatedly aligned with policies that delay, dilute, or undermine treaty enforcement, particularly around water, land management, and tribal consultation, often framing treaty obligations as obstacles rather than legal commitments.<h2>Meaningful Consultation &amp; Co-Governance</h2>Federal consultation with tribes must be early, meaningful, and binding.Too often, “consultation” happens after decisions have already been made.That is not consultation. It is notification.Tribal governments must be co-decision makers when policies affect ancestral lands, natural resources, and cultural sites.I support strengthening consultation standards across federal agencies including:<ul><li>Interior</li><li>Agriculture</li><li>EPA</li><li>Department of Energy</li></ul>My approach is simple:If tribal governments have not been meaningfully consulted, the process is not complete.<h2>Water Rights &amp; Natural Resources</h2>Tribal water rights are senior rights grounded in treaty law and essential to the cultural and economic survival of tribal nations.I support tribal-led water management, particularly in basins like the Klamath, where tribes have demonstrated long-term stewardship of fisheries, ecosystems, and water systems.The false narrative that tribes and farmers must be in conflict helps no one.The real problem is decades of failed federal water policy and corporate pressure that destabilizes the entire system.Contrast: Cliff Bentz has repeatedly supported positions that place short-term political pressure ahead of treaty-secured water rights, increasing instability for tribes, farmers, and communities across the basin.<h2>Land, Public Lands &amp; Cultural Protection</h2>Public lands must not be handed over to corporations, hedge funds, or extractive interests at the expense of tribal nations.Sacred sites, burial grounds, and cultural landscapes must receive permanent protection.Tribes must have real authority in land stewardship, not simply advisory roles after decisions have already been made.<h2>Economic Development on Tribal Terms</h2>Tribal economic development must be tribal-directed and sovereignty-strengthening.I support federal investment that helps tribes build sustainable economies, including:<ul><li>Infrastructure</li><li>Broadband access</li><li>Healthcare facilities</li><li>Housing</li><li>Clean energy development</li></ul>Federal programs should remove bureaucratic barriers, not slow tribal projects through endless paperwork and delay.Economic success should strengthen sovereignty—not force tribes into dependency or exploitative partnerships.<h2>Healthcare, Education &amp; Child Welfare</h2>The federal government has legal trust obligations to tribal nations.Those obligations must be honored.I support:<ul><li>Full funding for the Indian Health Service</li><li>Expanded tribal health compacts</li><li>Tribal control of education systems</li><li>Culturally grounded curriculum and language preservation</li></ul>I strongly support the Indian Child Welfare Act (ICWA) and will oppose any attempt to weaken or undermine it.Contrast: Some elected officials treat ICWA as controversial or optional.I treat it as settled law and moral necessity.<h2>Climate, Environment &amp; Traditional Knowledge</h2>Tribal ecological knowledge is essential to addressing the climate challenges facing the West.Tribes have led the way in:<ul><li>wildfire resilience</li><li>fisheries restoration</li><li>drought planning</li><li>ecosystem management</li></ul>Federal climate policy must recognize tribes as lead partners, not afterthoughts.Climate policy should protect cultural continuity and ecosystems, not just carbon accounting.<h2>Data Centers &amp; Emerging Threats</h2>Large-scale industrial developments—including energy-intensive data centers—pose new risks to tribal water rights, energy systems, and cultural landscapes.Corporations should not receive federal incentives to extract massive amounts of water and power without tribal consent and oversight.If projects threaten treaty-protected resources, tribal governments must have real decision-making authority.This is a defining difference:I will not sacrifice long-term water security and sovereignty for short-term corporate profit.<h2>Bottom Line</h2>Honoring tribal nations is not charity.It is law, justice, and responsible governance.In Congress I will:<ul><li>Enforce treaties</li><li>Defend tribal sovereignty</li><li>Center tribal leadership in federal decision-making</li><li>Reject corporate capture of land and water</li><li>Govern through partnership, accountability, and respect</li></ul>Oregon—and this country—can only move forward by telling the truth about our obligations and keeping them.
